Principles of Governance from Q 5:44
Q 5:44 carries three commands: judge by what God has revealed, fear not people, do not sell My signs for a small price. From these, Qur'anic governance principles:
1. The Source of Law
5:44, 5:48. The ruler is not a legislator but an executor. Law derives from revelation.
2. Justice, Unconditional
4:58, 38:26. Justice without regard to religion, language, race, kinship, or interest.
3. Fear No One but God
5:44. The ruler does not bend under pressure. Only God is to be feared.
4. Restraining Personal Desire
38:26, 5:48. Desire must not corrupt judgment. Power magnifies desire.
5. Merit-Based Appointment
4:58. Criterion is competence, not favouritism.
6. Not Selling Principles
5:44. Principles are not traded for worldly gain.
7. Stewardship Consciousness
38:26. The ruler is a trustee, not an owner.
8. Accountability
38:26, 5:48. Ultimate accountability is in the Hereafter.
9. Service-Oriented Rule
5:48. "Compete in good deeds." Power is an opportunity for service.
10. Consultation (Shūrā)
42:38, 3:159. Decisions are taken through consultation; then trust in God.
11. Justice Even Against Oneself
4:135. Be just even if it is against yourself, your parents, or kin.
12. Justice Even Toward Enemies
5:8. Hatred must not prevent justice.
13. No Partial Concession
5:49. "Beware lest they tempt you away from part of what God revealed."
14. The Ethics of Governance
16:90. Justice, benevolence, giving to kin — avoiding indecency, wrong, and tyranny (baghy).
15. The Purpose of Power
22:41. Prayer, zakāh, enjoining good, forbidding wrong.
