لكن الذين يتصلون بقوم بينكم وبينهم عهد وميثاق فلا تقاتلوهم، وكذلك الذين أتَوا إليكم وقد ضاقت صدورهم وكرهوا أن يقاتلوكم، كما كرهوا أن يقاتلوا قومهم، فلم يكونوا معكم ولا مع قومهم، فلا تقاتلوهم، ولو شاء الله تعالى لسلَّطهم عليكم، فلقاتلوكم مع أعدائكم من المشركين، ولكن الله تعالى صرفهم عنكم بفضله وقدرته، فإن تركوكم فلم يقاتلوكم، وانقادوا اليكم مستسلمين، فليس لكم عليهم من طريق لقتالهم.

Tafsir al-Muyassarfree-distribution

Ancak, sizinle kendileri arasında anlaşma olan bir millete sığınanlar yahut sizinle savaştan veya kendi milletleriyle savaşmaktan bıkarak size başvuranlar müstesnadır. Allah dileseydi onları üzerinize çullandırırdı da sizinle savaşırlardı. Eğer sizden uzak durur, sizinle savaşmaz, size barış teklif ederlerse Allah onlara dokunmanıza izin vermez.

Ancak o kimselere dokunmayın ki, sizinle aralarında anlaşma olan bir kavme sığınmış bulunurlar. Yahut ne sizinle, ne de kendi kavimleriyle savaşmayı gönüllerine sığdıramayıp tarafsız olarak size gelmişlerdir. Eğer Allah dileseydi, onları size musallat kılardı, onlar da sizinle savaşırlardı. Eğer onlar sizden uzak dururlar, sizinle savaşmayıp size barış teklif ederlerse, Allah, sizin için onlar aleyhine bir yol vermemiştir.

Ancak kendileriyle aranızda antlaşma bulunan bir topluma sığınanlar veya sizinle de kendi toplumlarıyla da savaşmak (düşüncesinden) yürekleri sıkılarak size gelenler hariçtir. Allah dileseydi onları da başınıza salardı da sizinle elbette savaşırlardı. Onlar sizden ayrılır da sizinle savaşmazlar ve size barış teklif ederlerse, (bu durumda) Allah size, onların aleyhinde bir yol(a girme hakkı) vermemiştir.

Except those who join a group between whom and you there is a treaty (of peace), or those who approach you with hearts restraining them from fighting you as well as fighting their own people. If Allah had pleased, He could have given them power over you, and they would have fought you: Therefore if they withdraw from you but fight you not, and (instead) send you (Guarantees of) peace, then Allah Hath opened no way for you (to war against them).

But as for those who seek refuge with people with whom you have a treaty, or who come over to you because their hearts shrink from fighting against you or against their own people, God could have given them power over you, and they would have fought you. So if they withdraw and do not fight you, and offer you peace, then God gives you no way against them.

Except those who seek refuge with a people between whom and you there is a covenant, or (those who) come unto you because their hearts forbid them to make war on you or make war on their own folk. Had Allah willed He could have given them power over you so that assuredly they would have fought you. So, if they hold aloof from you and wage not war against you and offer you peace, Allah alloweth you no way against them.

And if Allāh had willed, He could have given them power over you, and they would have fought you. So if they remove themselves from you and do not fight you and offer you peace, then Allāh has not made for you a cause [for fighting] against them.
